Mula2 akak baca berita ni, rasa dah musykil - kalau sungguh naik lagi harga tol, ramailah rakyat yang mengamuk, pastu dapat lak assignment pasal ni, hem..bagai ngantuk disorongkan bantal. apapun, keputusan akak - tidak. nokhtah.
Dari Budget 2007, terbaru yang Pak Lah keluarkan last Friday, antara petikannya:
Kerajaan sentiasa berusaha untuk memastikan beban kewangan yang ditanggung oleh rakyat dapat diringankan, terutamanya golongan berpendapatan rendah. Pada 7 September lalu, saya telah mengumumkan bahawa Kerajaan tidak akan menaikkan harga petrol, diesel dan gas memasak dalam tahun 2005, tidak menaikkan bayaran tol sehingga penghujung 2006 dan mengurangkan cukai jalan berkuatkuasa 12 September 2005.
Akak membangkang kenaikan harga tol untuk kesekian kalinya. Tak tahulah kenapa kerajaan suka sangat membebankan rakyat cam akak ni untuk menangung lagi beban yang dah sarat. Tidak cukup dengan kenaikan harga minyak, nak pulak dinaikkan harga tol. Tak tertanggung rasanya kerana warga2 Malaysia yang kebanyakannya adalah pengguna-penguna highway untuk ke tempat kerja seharian atau memerlukannya untuk perjalanan jauh seperti pulang ke kampung halaman atau bercuti-cuti Malaysia. Mungkin akak tidaklah terasa sangat kenaikan ini coz akak tak perlu pulang ke mana2 kerana my parents are nearby, but the thing is, warga yang punya kampong nan jauh atau pun dekat maybe di selatan, pantai timur dan utara semenanjung yang selalu pulang ke kampung memasing, busuk2 sebulan sekali so beban tol amat terasa sekali.
Adakalanya pengguna jalan raya yang sering bertemu tol-tol comel seperti suami akak tak banyak sedikit pasti akan merungut. Touch and go but pastu the deduction of the toll tak berbaloi dengan kenaikan harga minyak. Kalau dulu kereta akak one full tank leh bayo with RM70, but sejak harga minyak naik dah jadi RM100 terus. Rumah akak dekat, so minyak kira ok lah tapi kalo ngan orang yang tidak terlalu banyak belen gaji tetiap bulan, camne nak cover lak duit toll ? seperti contoh, sila ke link ini, budak ni siap letak expenses gaji dia for a month, kamu kira lah sendiri kalo dia nak balik Terengganu, tak ke kena menyimpan sungguh2 for the toll fares.
Dulu akak asalnya dari Renong Berhad (nama skang UEM Group). Akak korek info dari kawan2 and kaki2 akak kat PLUS tu, and korek punya korek, akak studied their 2004 Annual Report untuk mendapatkan lagi better grip on where the daily toll and millions of other Malaysians pay goes to.
Guess what?? I discovered some startling facts. PLUS collected total revenue of RM1.43 billion in 2003 and its profit margin is a hefty 82.7% (EBITDA margin). Dengan 82% adalah dari pengguna highway terdiri daripada cars, the toll secara amnya from the man on the street. Furthermore, a wholly-owned subsidiary of PLUS is the main beneficiary of the operating expenses related to maintenance of the highways. On top of this the government agreed to waive the company's obligation to pay interest accrued up to January 2002 amounting to RM2.48 billion. Tambahan lagi, kerajaan telah mengecualikan cukai PLUS dari pembayaran income tax in respect of its adjusted income from all sources from the year of assessment 2002 until the year of assessment 2006. At the end of the day, the total liabilities stand close to RM7 billion.
Akak find the current heated debate on the raising of toll rates interesting. As usual, the toll hike impacts nearly everyone and everything. With the Consumer Price Index (CPI) rising to 5.5% recently(excelli figure ni mungkin lebe lagi tau??), the government (namely the Cabinet) should expect opposition from all walks of life against this toll hike. Our dear Works Minister S Samy Vellu offered help to convey the people's views to the Cabinet. However, he emerged a day later blaming the Cabinet (of which he is part) and the government (of which he is also part) for its approval of the toll hike. He went further to criticise MPs against the hike saying they were using it as an opportunity to gain political mileage. Well, as a regular user of the Plus highway, I am keen to find out who is responsible for this toll hike.
Samy attributed the increase to the agreement Plus had signed with the government a few years back (when he was already the works minister). Akak went through some past news report and flipped through the Plus 2003 Annual Report and was quite surprised to find out that UEM, Khazanah, EPF and Socso collectively own more than 80 percent in Plus (I stand corrected as these figures were obtained from 2003 data). As far as everyone knows, the government basically controls all of the above mentioned entities and most of their directors are nominated by the government. Hence, the government directly (via Khazanah) and indirectly (via the rest) holds a controlling stake in Plus.
So, if the real problem is the agreement signed between Plus and the government, why doesn?t the government vote to change this agreement that is eating away the nation's wealth? If the government truly stands with the rakyat, why is it insisting on collecting additional taxes just to be channeled back into the treasury via corporate taxes? We had an authoritative ruler for the past 22 years when almost all decisions made by a few men. they controlled basically all the government-linked companies.

Dalam satu interview ngan Menteri Kerjaraya kita ni, beliau ada kata:
On congestion on the North-South Expressway, it was built to cater to 160,000 vehicles a day but 1.2 million a day use it?

Kalau dah mula2 dulu target 160K kenderaan , sekarang dah 1.2 M pengguna highway sudah 7 1/2 kali original estimations nie. Dah bertambah pengguna buat aper nak naikkan harga tol?? Maintain je la harga yang sama coz pengguna dah bertambah. Apa ko masih nak untung ke bila dah bertambah pengguna ni ?????
Let?s study this pulak, a Press Statement By DAP Secretary-General Lim Guan Eng In Petaling Jaya On 23.12.2004 (keratan ini bukan menunjukkan akak menjadi dalang DAP mahupun menentang kerajaan tetapi sekadar fakta yang perlu diguna pakai)
In receiving the Committee Against Unfair Toll Increases led by its Chair Teresa Kok, Plus stressed that it owes obligations only to its stakeholders - the government, its lenders, shareholders, employees as well as highway users. PLUS is wrong because they have overlooked the most important stakeholder ? 25 million Malaysians!
Even if there is no direct stake by Malaysians, PLUS must perform the principle of social corporate responsibility by given full accountability to those affected by its quest for profitability. They can not just give lip service to corporate social responsibility without being fully responsible to the social impact of its business operations.
PLUS appears to have forgotten that Malaysians have a direct interest in PLUS through Khazanah Nasional bhd, SOCSO and EPF with a total stake of nearly 40%. Therefore PLUS has a responsibility to explain why it needs the 10% toll hike or an extra RM 154 million when it recorded RM 736 million for 2003.
According to financial analysts, PLUS is expected to record profits of RM760 million in 2004 and RM 937 million in 2005, with the latter caused by the 10% toll hike.
Is it not unethical to allow a company making RM 760 million to earn an extra RM 154 million? Can PLUS not forgo the 10% toll hike or extra RM154 million revenue when it enjoys:
**a highest operating margin in the world around 83%;
**infrastructure cost borne fully or partly by the government such as the widening of the highway costing RM 962 million; **waived from making all interest payments for the RM 1.65
billion loan from the government.
Which companies in Malaysia enjoys such benefits especially tax exemptions for 5 years and waiver of all interest payments from loans taken from the government. Even government companies such as Petronas do not enjoy such benefits. For Works Minister Datuk Samy Vellu to claim he had no choice but to support the 10% toll hike because the government can not afford to pay RM154 million in annual compensation or RM38 billion throughout is ridiculous when he himself had signed the contract in 1987. As the culprit behind the favorable highway contract to PLUS. Datuk Samy must assume full responsibility and resign.
Akak harap pentadbiran tol-tol swasta ini menghentikanlah penggunaan alasan 'Tol di negara jiran lebih mahal'. Jangan cabar intelek rakyat moden and marhaein. Akak tahu rakyat tak mahu alasan2 bagai, akak dan rakyat mahukan fakta and ketelusan dalam keputusan untuk menaikkan harga tol ini. Bentangkan di dada2 akhbar dan berita2 utama di semua stesyen television negara tentang kenapa harga tol perlu dinaikkan. Keluarkan statistik, kira-kira dan graf..
Selalunyalah kalau harga tol naik, kos kos bagai2 bende pun akan naik. Kalau cost of living kat Mesia ni tinggi, macamana nak menarik pelaburan asing?? Lebih baik diorang gi melabur kat negara2 yg cost of living rendah cam India or China kan?? So sapa yang rugi???Kerajaan dan rakyat kita gak yang rugi.

Tetapi sekiranya harga tol dinaikkan juga, siapalah akak untuk menentang? Tidak mungkin akak akan bersama2 mereka untuk melakukan demonstrasi jalanan membantah dan memprotes tugas2 kerajaan, mengenepikan rang undang2 yang telah dilunaskan. Mungkin akak tidak menyalak bukit tetapi sekiranya pun akak menyalak, mungkinkah bukit kan runtuh? Tidak mungkin?.bersuara biar pada jalan yang benar, tol naik pun, mahupun turun, kita sebagai rakyat, walaupun menentang tetapi tetap mengikut arahan dan kata, biarpun, kita membayarnya dengan kadar yang sungguh tidak ikhlas.
Alangkah molek dari rakyat dibeban, biarlah rakyat dimanjai?.
